Egyptian authorities continue to issue decisions that impede the lives of refugees and clamp down on them, the latest of which is raising study residence fees by over 200%, which is a significant blow to the most vulnerable groups after they fled the war in Syria, including more than 3,500 Palestinians. 

Palestinians from Syria living in Egypt face difficult living conditions, many of whom are struggling to earn a living, and the new decision will increase their suffering and force those who managed to continue their education to abandon it, depriving them of building a better future. 

Palestinians from Syria in Egypt lack legal protection and are denied registration with the UN Refugee Agency, treated as tourists or immigrants, while others are treated as refugees who are entitled to obtain refugee cards, granting them legal, living, and educational facilitation. 

Unofficial statistics conducted by the Working Group for Palestinians in Syria reveal that 55% of the total number of Palestinian children from Syria in Egypt are outside of schools and the educational system, while the percentage of children and youth in private schools is around 10% at best. 

The Working Group for Palestinians in Syria asserts that education is a human right enshrined in international charters and laws, including Article 26 of the Universal Declaration of Human Rights adopted in 1948, stating "Everyone has the right to education," and no one can be deprived of education for financial reasons; the decision issued is a blatant violation of basic human rights. 

Accordingly, the Working Group for Palestinians in Syria requests: 

The Egyptian authorities to rescind the decision of increasing study residence fees. 

Ensure Palestinians from Syria have access to education like Egyptian citizens. 

We urge UNRWA and the UN Refugee Agency to support Palestinian refugees and provide financial assistance programs for refugee students to help cover their study costs. 

We call on the Palestinian Authority and its embassy in Egypt to carry out the necessary diplomatic work to provide legal protection for Palestinians from Syria and address their needs.
