Lebanon: Cash assistance for Palestinians from Syria, excluding those returning to Syria.

Action Group - Lebanon

The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) announced today, December 11, 2025, that it has secured new funding to disburse additional cash assistance payments to the most vulnerable Palestine refugees in Lebanon, including Palestine refugees from Syria residing in the country. The agency emphasized that distribution mechanisms remain contingent upon the receipt of voluntary contributions from donors.

UNRWA stated that the currently available funding will allow for the distribution of an additional payment next week to eligible Palestine refugees from Syria in Lebanon, amounting to US$50 per inpidual and US$120 per family.

It clarified that it has been unable to activate the disbursement mechanism for this assistance to refugees who have recently returned to Syria, and that benefits will be limited to those residing within Lebanese territory.

In parallel, UNRWA indicated that it has received funding to provide winter cash assistance to Palestine refugees from Lebanon residing in the Bekaa Valley, with distribution expected to begin before the end of December. The assistance includes $150 for eligible families in the following categories: those registered in the social safety net, families with children under 18, a person with a disability, an elderly person over 60, or someone with a serious health condition such as cancer, kidney failure requiring dialysis, thalassemia major, or multiple sclerosis.

The agency confirmed that the financial situation remains extremely difficult and that it has not yet received the funding necessary to provide a new round of cash assistance to other vulnerable groups. It noted that it continues to engage with donors to ensure that no eligible group is deprived of essential support.

UNRWA emphasized that cash assistance remains the most dignified form of support for refugees and their fundamental rights, adding that any additional support will be distributed as soon as funding becomes available and beneficiaries will be informed of any updates.

The agency concluded its statement by reaffirming its commitment to continuing its humanitarian and service-oriented role in Lebanon, including education, health, and basic services, considering the continuation of its work essential to ensuring the protection of refugees and their rights under the current circumstances
